Both. The grain itself contains no gluten. The product on your shelf passed through fields, trucks, silos, and mills that also handle wheat, barley, or rye. More than 25,000 food samples tested over twenty years tell the story: foods that were never supposed to contain gluten turned up contaminated 28 percent of the time. The testing data carries an honest limit: the products were selected based on consumer requests, not randomly sampled from the market. The true rate across all oats on shelves could be different. What the evidence establishes is the pattern and the mechanisms — a supply chain with more failure points than a two-word label can communicate.

For someone managing celiac disease, the arithmetic matters at the bowl level. A contaminated bag can deliver more than two milligrams of gluten per ounce of oatmeal. Study 1: Global Contamination Prevalence

Guennouni et al. (2021) conducted a systematic review and meta-analysis of gluten contamination in gluten-free foods. n = 25,689 food samples across multiple countries and two decades. Published in British Journal of Nutrition, 127, 1528–1542.

Overall gluten contamination prevalence: 15.12% (95% CI: 9.56%–21.70%) at >20 mg/kg. Naturally gluten-free foods: 28.32% (95% CI: 18.60%–39.19%). Labeled gluten-free: 9.52% (95% CI: 4.76%–15.72%). Food service meals: 4.66% (95% CI: 1.39%–9.72%). Differences statistically significant (P < 0.001). NVIVO frequency analysis identified oats as the most contaminated food category, followed by buckwheat, pasta, rice, and maize.

Individual oat contamination rates by country: 75% (USA, Thompson 2004, n=12), 57.5% (Europe/USA/Canada, Hernando 2008, n=134), 83% (Czech Republic, Rysová 2019, n=35), 88% (Canada, Koerner et al.). Overall contamination trending down across three time periods (36.79% → 18.87% → 7.60%, P = 0.030), but naturally GF foods showed increased contamination during 2015–2020. Study 2: Longitudinal US Database Analysis

11% of tested packages had quantifiable gluten ≥5 ppm; 7% exceeded the FDA's 20 ppm threshold. Year-by-year contamination ranged from 0% (2014, 2017, 2019, 2021) to 35% (2022). The 2022 spike was temporally associated with the 2021 North American drought, which reduced oat output by approximately 50%. Purity protocol failures: 6 of 7 contaminated purity protocol packages occurred in 2022–2023 (3 products, 2 brands). At least one supplier confirmed purity protocol standards were not 100% adhered to during this period.

Kernel-based testing limitation (citing Fritz & Chen 2017): gluten contamination in oats distributes as discrete kernels rather than uniformly. Thompson & Keller 2023: products tested on subscriber request (non-random sampling), sample size small relative to total market, testing protocol changed in 2016. Both analyses: country-by-country rates vary substantially (0.5%–88%), true population-level contamination may differ from reported rates. Kernel-based contamination distribution means all reported rates are likely underestimates regardless of test method.
