Between water content and fiber, most people would pick fiber as the stronger fullness variable without hesitating. Fiber fills your stomach, fuller means eating less, and the higher the grams, the better the result. You can measure it. Track it. Supplement it. No other fullness variable comes with a number stamped on the packaging.
Across 107 fiber treatments in 44 published studies, only 39% actually improved fullness. And only 22% cut actual food intake.
Does Water Content or Fiber Matter More for Feeling Full?

Fiber's scorecard is weaker than most diet advice suggests. Fiber made people report feeling fuller in fewer than four of every ten treatments. It changed actual eating behavior roughly one time in five. For a variable that anchors most fullness strategies, those numbers fall well below what the label confidence would predict.
When both variables were measured head to head on the same satiety index, the gap became clear. Water content correlated 0.64 with fullness. Fiber correlated 0.46. Serving weight, mostly determined by water content, topped every other variable at 0.66. A meta-analysis pooling 31 controlled studies confirmed the pattern: lowering a food's energy density, which is largely a function of water content, produced a large, consistent reduction in daily calorie intake.

Losing the head-to-head is not fiber's only problem. Even when fiber does make you feel fuller, that feeling does not reliably translate into eating less. Across the research, subjective fullness ratings and actual food intake did not strongly agree. You can feel satisfied and still eat the same amount at the following meal. Fiber changes the signal your stomach sends. It does not consistently change how you respond to that signal.
Water content, by contrast, changes your calorie intake without relying on the fullness signal to do the work. Whether a food's energy density dropped because fat was removed or because water and volume were added, the reduction in calorie intake was virtually identical. And people did not compensate later. Subsequent meals stayed roughly the same size.
No clear dose-response relationship emerged for fiber across the research, either. Doubling your fiber intake does not reliably double your fullness. For water content, the relationship is more predictable: lower the energy density and the calorie savings follow, regardless of method.
Beta-glucan from oats and barley, rye bran, and whole grain rye earn their place despite the generic category's weak results. Across multiple studies, these specific fiber types consistently improved fullness. If your fiber strategy targets those, the evidence holds. If it targets fiber as a blanket label, it mostly does not.
What separates water content from fiber as a fullness variable is consistency. Fiber works sometimes, in some forms, for some people. Water content works across 31 controlled studies and the method of lowering energy density barely changes the result. Volume eating builds meals around exactly that variable, and the method barely matters: cut the fat, add the broth, swap in the fruit.
